The Problem:
Culverts State and local DOTs are responsible for a large number of highway assets. Many of these assets, such as bridges and pavements, are highly visible and have dedicated management systems. Highway agencies also have many less noticeable structures, such as culverts, that tend to go ignored until a catastrophic failure occurs.
Each state has thousands of culverts under its roads. A culvert is a device used to channel water. It may be used to allow water to pass underneath a road, railway, or embankment. Culverts can fail due to many causes. Like a bridge they are subject to erosion cause by the combination of freeze thaw cycle and salt on roads in the winter. Like sewers they can be eroded (primarily in the invert) due to debris, water flow and the load of the line.
